Publications and Research


Dawn Pepin is a Legal Analyst/ORISE Fellow with the Center for Disease Control and Prevention’s Public Health Law Program. She works with public health officials at CDC, as well as with state, tribal, local, and territorial partners, to analyze state and local laws related to public health. She is an active member of both the New York and New Jersey state bars. She earned her J.D. from Seton Hall University School of Law in 2010, where she published in the Seton Hall Health Law Outlook. As a law student, she worked on behalf of vulnerable populations with Amnesty International USA, United Nations High Commissioner for Refugees, and the Millennium Challenge Corporation. After graduating from law school, she clerked for the Honorable Margaret M. Hayden, JAD and then practiced as a special education attorney in New York and New Jersey. She earned her M.P.H. from Johns Hopkins University in 2014 with a concentration in health in crisis and humanitarian assistance and her bachelors of science in public health from the George Washington University in 2006.
