Planning for Homeless Populations. LA Alliance for Human Rights v. City of Los Angeles (U.S. District Court – Central District of California): On March 19, 2020, a district court held an emergency hearing regarding L.A.’s efforts to address homeless concerns related to COVID-19. The hearing was part of a lawsuit filed earlier in March by LA Alliance for Human Rights, a broad coalition of stakeholders, against L.A. and county officials alleging violations of state and federal law arising from the city’s homeless conditions. In the initial lawsuit, the coalition seeks a legal mandate requiring the provision of shelters and  wraparound services for homeless persons.
