Donna E. Levin, J.D., is national director of the Network for Public Health Law, where she oversees organizational strategy and operations. Before joining the Network, Donna spent 26 years as general counsel at the Massachusetts Department of Public Health, where she had oversight of Office of General Counsel and led her team in providing guidance on statutory and regulatory authority, the development of major policy initiatives of the Department, and legislation affecting public health. Donna’s work has been in the areas of newborn screening; genetics and privacy laws; health insurance consumer protections; biotechnology; emergency public health response; public health aspects of health care and health care cost reform; and medical use of marijuana. She has authored numerous articles and presented on many of these topics. Donna is an adjunct professor of public health law at Suffolk University School of Law, and was a lecturer at the Harvard School of Public Health. She was also a member of the Institute of Medicine of the National Academies’ Committee on Guidance for Establishing Standards of Care in Disaster Situations. Donna received her J.D. from Northeastern University School of Law in Boston, and was a member of the Boston Bar Association’s Health Law Steering Committee.
Managing Director - National Office
As managing director of the Network's National Office, Ann Phi-Wendt supports organizational development and strategic planning, and oversees day-to-day operations. Ann also directs the Network’s national marketing and communications strategy, developing plans and activities to raise awareness of the Network, its services and resources, and its role in improving public health. Before joining the Network, Ann worked extensively in broadcast and digital media, creating and executing strategies in business development and marketing for a major public media network and its nationally distributed, on-air and online content. Ann earned a B.A. in Journalism and Mass Communication from the University of Minnesota, and a Master's degree in Business Communication from the University of St. Thomas.
Marketing and Membership Manager
As marketing and membership manager for the Network’s National Office, Kayleen Klarich assists in the development and execution of the Network’s national marketing and communications strategy, as well as its membership program. Prior to joining the Network, Kayleen worked for a non-profit association management firm where she assisted non-profit scientific associations in the marketing of their memberships, annual meetings, programs and services. Kayleen also has experience working in marketing within the health care field. Kayleen has a B.S. in Marketing from Metropolitan State University of Denver.
Senior Program Coordinator
In her role as senior program coordinator at the Network’s National Office, Sara Rogers is responsible for evaluating and generating reports on Network services, activities, and products. She also oversees the Network’s data system and ensures that all data is accurately classified and recorded. Before joining the Network in 2017, Sara attended the School of Public Health at the University of Minnesota where she was awarded a M.P.H. degree in public health administration and policy. Her areas of research included refugee women’s health, adverse birth outcomes, and PSE change. Prior to graduate school, Sara worked for four years in retail management, interned with the International Rescue Committee (IRC), and spent two years as a Peace Corps Volunteer teaching English in Bulgaria. Sara received her B.A. in Global Studies with minors in Political Science and Gender Studies from the University of Minnesota in 2009.
Senior Program Manager
As senior program manager for the Network’s National Office, Anna Schmalzbauer supports day-to-day operations, including programs, personnel, finances and facilities. She is also involved with organizational development and planning. Before joining the Network, Anna worked for ten years at a consulting agency, advising public sector organizations in areas such as performance and process redesign, and helping them identify and implement strategies for improvement. Her clients include the US Department of Education, State of Iowa, Ecumen, Volunteers of America and the Minnesota Historical Society, among others. Anna attended the University of Wisconsin, Madison and graduated with a triple major in Political Science, History and Latin American Studies. She was awarded a Master’s degree in Public Policy from the Humphrey Institute at the University of Minnesota. Her Master’s studies focused on urban poverty and public management.
Digital Marketing Coordinator
In his role as digital marketing coordinator at the National Office, Charles Truong leads the Network's creative content design, oversees web maintenance, and supports the Network's marketing strategies. He also hosts monthly webinars and manages the Network's email system. Charles serves on the Board of Directors for the Minnesota Association for Environmental Education and has spearheaded global outreach initiatives for several non-profit organizations, producing his first television-broadcasted documentary in 2017. Charles received his B.A. in English and Cinema from the University of Iowa and has received numerous awards for his leadership in advancing diversity and inclusion in Central Iowa and surrounding communities.
In her role as Program Assistant at the National Office, Avery Bather supports program activities for the Network. She assists with evaluations, reports, webinars, website maintenance, and populating the Knowledge Base. Avery is currently a graduate student at the University of Minnesota pursuing a Master’s degree in Public Health. Avery received her B.A. in Psychology and Music from Gustavus Adolphus College, where she led initiatives to prevent sexual misconduct and advanced Title IX coordination within the college.
